Aéro-News ( Nouveau standard médical ) – L’une des réformes les plus importantes en matière de délivrance de licences pilotes par l’autorité de sécurité de l’aviation civile (CASA) a été l’introduction en juillet du certificat médical de base de classe 2 (BC2). Toutefois, comme pour toutes les réformes, il a potentiellement questions et même la division au sein de la communauté aéronautique.

Nouveau standard médical pour les pilotes privés

  • Le nouveau certificat médical BC2 autorise les titulaires de licence de pilote privé (PPL) à faire passer leurs examens médicaux par tout médecin pouvant effectuer un examen de conduite automobile, plutôt que par un examinateur médical de l’aviation désigné (DAME), comme il était requis auparavant.

La norme médicale de ce nouveau standard médical pour les pilotes privés, est exactement la même que celle d’un pilote professionnel (Austroads), mais s’accompagne de restrictions concernant le type de vol pouvant être effectué.

Les restrictions concernant le type de vol  :

  • opérations privées de jour selon les règles de vol à vue (VFR) et inférieures à 10 000 pieds
  • un maximum de cinq passagers
  • avion à moteur à piston
  • masse maximale au décollage (MTOW) inférieure à 8618 kg
  • aucune utilisation des qualifications opérationnelles (par exemple, qualification d’instructeur, qualification d’instrument)
  • pas d’utilisation d’avenants d’activité de vol (p. ex. voltige, niveau bas).

Les restrictions ne s’appliquent pas si un pilote dûment qualifié possédant un certificat médical en cours de validité de classe 1 ou de classe 2 occupe un poste de contrôle.

Nouveau standard médical & l’instrument législatif fédéral

Pour plus de détails sur l’instrument législatif fédéral (CASA EX65 / 18), le pilote doit en outre informer les passagers qu’ils ne sont pas en possession d’un certificat médical de pilote privé standard, mais d’un certificat de niveau inférieur conforme à celui requis. par les chauffeurs routiers commerciaux. Le pilote doit également avoir le certificat médical à la disposition des passagers pour inspection.

Considérée comme un grand pas en avant en termes de facilité de processus, ainsi que de réduction des coûts administratifs et de gestion, la réforme du certificat médical BC2 a été initialement accueillie avec une réaction chaleureuse – mais cette réponse a refroidi sur certains fronts. Dans son sillage, l’Australian Aircraft Owners and Pilots Association (AOPA) a souligné ce qu’ils percevaient comme une incohérence dans la nouvelle norme médicale.

Actuellement, une norme médicale différente existe dans un autre groupe d’aviateurs. L’Aviation de loisir australienne (RAAus) émet des certificats de pilote de loisir (RPC) en vertu d’une exemption de la CASA, autorisant ses membres à piloter des avions de loisir biplaces immatriculés par RAAus d’une capacité maximale de 600 kg MTOW en vertu de règles de vol à vue (VFR) et en dehors de l’espace aérien contrôlé. Surtout, la norme médicale est de nature auto-évaluative, pour les titulaires d’un permis de conduire en cours de validité.

Auto-évaluation pour un titulaire de RPC

C’est cette auto-évaluation pour un titulaire de RPC, par opposition à l’examen médical BC2 d’un titulaire de licence de pilote privé, qui a provoqué des grondements dans l’industrie.

Le 21 septembre, le directeur exécutif de l’AOPA, Benjamin Morgan, a adressé cette question à Michael McCormack, vice-Premier ministre et ministre de l’Infrastructure, des Transports et du Développement régional, et à Shane Carmody, directeur général et directeur de la sécurité aérienne de la CASA.

Dans sa correspondance, Morgan a mis en exergue la question de la comparaison des risques entre les deux formes de licence, en déclarant : « concernant la double norme en matière de certification médicale de pilote privé. Tout simplement, il est soit sûr, soit dangereux pour un pilote privé d’exploiter un aéronef d’une MTOW de 600 kg avec un passager en dehors de l’espace aérien contrôlé. Pour CASA d’affirmer que ses évaluations des risques ont conclu que ce n’est sans danger que si le pilote est membre d’une entreprise privée est ridicule. Les titulaires de CASA RPL et PPL sont formés à une norme de pilote plus élevée que leurs homologues de RAAus et devraient donc représenter un risque beaucoup plus faible pour la sécurité aérienne! ».

Morgan a également ajouté que « la CASA doit maintenant faire preuve de clarté et publier ses évaluations des risques et expliquer au public australien pourquoi elle a refusé aux pilotes disposant d’un niveau de formation plus élevé l’accès à un permis de conduire médical auto-certifié. »

Il semble maintenant que ce qui avait été initialement annoncé comme une avancée en matière de certification médicale de l’aviation et une victoire pour le plaidoyer de l’industrie, un examen plus approfondi a donné lieu à un autre débat vigoureux. Bien que la législation relative au certificat médical de base de classe 2 soit maintenant en vigueur et disponible, il semblerait qu’une norme définitive cohérente au sein de la communauté des pilotes plus large et qui satisfasse toutes les parties risque d’être dépassée –
